Narrative description of Project: Bunge Loders Croklaan’s (BLC) Tema processing facility in Ghana has a problem with flooding of the site. Mainly because the site was built too low, but also because the governmental storm water drain system was failing. The site was built 850 mm below the top of the concrete of the outside storm water drain thereby causing reverse flow into the factory the moment the storm drain is full. The outside storm drain provided by the Freezones enclave board (government) is engineered too small and poorly maintained so in case of heavy rainfall (55 mm/h for 1 hour), which will happens on an average of 5 – 6 per year, the site will flood and the flooding will cause damage to the production facilities. With the enclave expanding and new companies building their sites adding water to the storm drains the situation will become worse over time and countermeasures should be taken to prevent the site from flooding. Narrative description of Project: The government of Ghana implemented the Greater Accra Urban Resilience and Integrated Development (GARID) project with funding from the World Bank. Phase I of the proposed project focused on the Odaw river basin. This river basin has the highest population density in the country, containing 60% of entire Greater Accra Region population, and is affected by chronic flooding with an estimated 30% of the population at risk living in informal settlements subject to regular flooding. One of the measures proposed to reduce flooding of the Odaw drain was the dredging of the drain. Dredged sediments would have to be either properly disposed at a landfill or reused in the best environmentally friendly way. Results of laboratory analysis of samples of sediments collected by Royal Haskoning DHV & SAL consult from the Odaw drain indicated the possibility of reusing the sediments. The laboratory report concluded that “the sediments can be reused, after treatment, in industrial circumstances, under paved surfaces, in concrete or other products in which the pollutants are not freely available for dispersion in the environment”. A desktop review of local legislation and regulations did not reveal major hindrance to the reuse of dredged material as building material.

This unique opportunity can reduce the cost of making masonry and building materials while providing a positive impact to the environment. Aluminium Sludge is a by-product waste stream from the drinking water purification process and currently being discharged into the environment causing pollution of lakes and rivers in Accra. Develop2Build, ORIO and DRIVE are different funding programs from the Netherlands, to support development and implementation of Public Infrastructure in developing countries that have bilateral relations with the Netherlands. Narrative description of Project: The Ministry of Finance (MoF) has received financing from the World Bank to implement the Ghana Jobs and Skills Project (GJSP). The project aims to support skills development and upgrade jobs for individuals in Ghana. It also aims to help the government better respond to the imperative of creating more decent jobs for the youth and rapidly growing labour force. The primary target beneficiaries of the project are:

  • • Review all available documentation, including the Project Appraisal Document PAD, ESMF, Stakeholder Engagement Plan (SEP), Grievance Redress Mechanism (GRM) Implementation Manual, Project Implementation Manual (PIM), Aide Memoires (AMs), Progress Reports, Health and Safety Reports, Grievance Redress Implementation Reports, Environmental Social Management Plans (ESMPs) and Resettlement/ Abbreviated Action Plans (RAPs/ARAPs, etc.);
  • • Review the above documents, discuss with relevant stakeholders, and develop an Environmental, Social, Health and Safety screening checklist to guide the Audit. The checklist should be informed by the World Bank Group Environmental, Health and Safety Guidelines (WBG EHS Guidelines) and relevant Operational Policies;
  • • Ascertain that Environmental and Social Screening was conducted for the subprojects and necessary E&S instruments, where necessary, have been prepared and implemented;
  • • Conduct site observation and interviews/focus group discussions with project beneficiaries and affected communities to verify the information gathered from the desk review and preliminary assessment and to fill in information gaps on all the items of the screening checklist;
  • • Ascertain that documentary evidence of consultation and agreement exists in support of voluntary land donations where relevant;
  • • Review the implementation status of all Resettlement Action Plans (RAP) or Abbreviated Resettlement Action Plans prepared and ascertain that documentary evidence exists in support of satisfactory payment of compensation and asset restitution for Project Affected Persons (PAPs), if any;
  • • Assess the effectiveness of the project’s implementation of the SEP and citizen engagement mechanisms;
  • • Review the Project’s GBV/SEA/SH risk assessment, prevention, and mitigation measures
  • • Review and assess the extent to which broader social issues such as gender, disability inclusion and local labour content were mainstreamed into project execution and how issues were resolved;
  • • Assess the health and safety of the work environment and report on the following:
  • • hazards to workers, particularly those that were life-threatening;
  • • provision of preventive and protective measures, including modification, substitution, or elimination of hazardous conditions or substances, if any;
  • • training of workers;
  • • documentation and reporting of occupational accidents, diseases, and incidents;
  • • emergency prevention, preparedness, and response arrangements; and
  • • any remedial measures undertaken on the project.
  • • Develop clarity on and summarise succinctly:
    1. the effectiveness of the social and environmental risks and impacts mitigation measures and
    2. the effectiveness of the monitoring measures so far;
  • • Based on the findings, advise whether the mitigation and monitoring measures are adequate and consistent with the relevant E&S instruments;
  • • Check for compliance with the project in relation to prepared instruments;
  • • Assess the capacity of the Project Implementing Entity or agencies to follow up on environmental and social concerns during project implementation;
  • • Review the effectiveness and functionality of the Grievance Redress Mechanism for GJSP, including handling SEA/SH related complaints;
  • • Identify outstanding, unresolved disputes or complaints. Where any such complaint exists, establish the conflict management procedure and timetable for its final resolution and legal procedures;
  • • Review the current capacity, structure/institutional arrangement, including documentation for E&S administration, monitoring and enforcement;
  • • Review the project’s operations and determine whether adequate provision has been made to cater for the special needs of vulnerable groups;
  • • The consultant will also select and measure appropriate environmental and social indicators and compare with baseline information in the ESMF/RPF/SEP/ESMPs/RAPs and report giving detailed reasons for any discrepancies;
  • • Document any adverse environmental and social impacts that were not anticipated in the ESMF/RPF/SEP/ESMPs/RAPs that may have occurred during project implementation;
  • • Assess and identify key issues affecting the implementation of E&S measures and adaptions, if any, to manage those issues;
  • • Based on the findings of the audit, design an action plan for managing the identified Environmental and Social non-conformance issues, including developing appropriate gap-filling or follow-up measures to mitigate the areas of concern, estimate the cost of the measures, and recommend a schedule for implementing them to bring the activities into compliance with the PAD requirements;
  • • Identify with justification the positive E&S issues or actions that deserve optimization and propose actions and budget for realisation; and complete and submit the Mid-Term Environmental, Social, Health and Safety Audit Report for the Project.

The Government of Ghana has secured funding from the World Bank to finance the Greater Accra Resilient and Integrated Development (GARID) Project. The project aimed to improve flood risk management and solid waste management in the Odaw River Basin of the Greater Accra Region and improve access to basic infrastructure and services in targeted communities within the Basin.
The Ministry of Sanitation and Water Resources (MSWR) through the Environmental Health and Sanitation Directorate (EHSD) is the lead agency for policy formulation and monitoring of the sanitation and solid waste sub-sector. GARID investments was set to address the challenges of inadequate facilities for proper communal collection, haulage, treatment, recycling, and disposal of solid waste. Key investments included the construction of a solid waste landfill and supporting transfer stations. The Ayidan Landfill located in the Ga West Municipality is among the first of such facilities aimed at contributing to improving the management of final placement of solid waste within the Greater Accra region.
The Ministry Contracted PriceWaterHouseCoopers (Ghana) Ltd for the Consulting Service for Transaction Advisory Service to Develop Operations and Maintenance and Financing Model for Ayidan Landfill.
